Stan: You could do this most-accurately and with "ideal" repetition using a
LM-339 "Quad-Comparator" IC (About 39ยข, if you "shop") and a
carefully-designed resistor-network. Oh, and the proper output-circuit to
enable that to control your high-voltage. That said, I leave it to someone
more ambitious than I to offer you an actual schematic.
