Are you running MS-DOS or is this a command window in any Windows later than
98 or ME?

If you are running a command window in 2000, XP or (spit)Vista(spit), these
operating systems will "virtualize" that port. This means that any program
running, even in DOS, has to ask Windows to do the action. You cannot write
to the port directly. This was done with the very best of intentions -- it
prevents different applications from colliding at the same port (think
printing) but it can sure screw up older DOS apps...

You can run a dual-boot system with a copy of 98 installed but you will need
to be very sure you are not connected to the internet when you are running
98.

MSFT will not fix a bunch of known exploits and your machine will become a
zombie (taken over by people who use it to send out spam) within a few hours
of being connected to broadband GUARANTEED! There have been tests done and
some machines were taken over within ten minutes. This is undetectable from
your side except for a slight slowness.
