A few years back I found myself wanting/needing cad/cam capabilities.
My budget was tight but I wanted true 3D capabilities. After a lot of
searching I ended up with Rhinoceros 4 and Rhinocam. Generally
speaking I really like Rhino and Rhinocam is OK and suits my needs. If
I were to do it again I would opt for Rhino and Visual Mill which is a
stand alone version of Rhinocam. You might look into Visual Mill since
it might satisfy your needs and I think it has some cad functions? I'm
using Rhino/Rhinocam with Mach3 as a machine controller. If you do a
bit of surfing you can probably find some good prices but not free.
Customer support is pretty good which I find important.

lots of packages available virtually free. So I guess the question is;
How does one make sure thier work is useful to the manufacturer? Am I
thinking about this properly?
