Yes, does look a bit strange.
Previous version was online use only.
Latests version now allows ofline editing but the local copy is a draft saved in some unspecified format.
Some ominous details from the manual, I wonder in the local draft copy will be of any use. Might be worth a test but I don't know enough about 3D yet to make a useful inspection of the draft format.
Textures and library shapes may only be stored by reference so geometry may be missing.

Note: When you publish your 3D model to 3DVIA.com, the local copy is deleted.

No, you cannot save models to disk. The publish command of 3DVIA Shape stores the model in your account online only.
