Summing to quill and knee axis

Hello,
I am working with Jenix digital readout systems to add the summing function to their 804 counter. The software will allow the summing of the Z axis (Quill) and Q axis (Knee) axis. This is mostly sold on standard milling machines like the Bridgeport Series I mill.
They asked the following questions that I hope I can get a definitive answer.
Question #1
When Z (quill) axis down, does the value need to be reduced? (or the reverse)
Questions #2
Also, Q (knee) axis up, does the value need to be reduced? (or the resverse)
Any input would be greatly appreciated.
