UL is not a government agency, operates for profit and is not required on US equiptment other than to give you some (minor) level of defense in a insurance lawsuit. It is up to the manufacturer to contract with , pay for and obtain UL certification. CSA is Canadian only and means nothing in the US as far as being legal or illegal. CE is the europena equivelent. Having any or all of the components in a system CE or CSA certified does not mean the system is certified since it is on the final assembled system. Both are stuck back in the 80's when it comes to industrial certifications. It may be prudent to have a UL or CSA certified controller if it is going to be used in an industrial application , but is is not illegal in the US, Mexico or SA.to own, build or sell non-certified equipment.
I am sure that if the current US administration could make it happen they would somehow force everything to be UL certified as long as UL was a major contributor to the party Our Health and Human Services Dept (HHS) can't even build a working website let alone certify electrical equipment!
