Shopbot= low cost CNC router kit. Approx $4000-$5000. for electro-mech components, software, and hardware. You supply a PC, a router motor, and a machine table/base to mount it all on. Formerly cable driven, now changed to rack & pinion and added stiffer structural assembly & higher power. http://www.shopbottools.com

Vector interpolation is done by one of, or a combination of 3 methods, depending on your needs.

1) Line/arc length max
2) Number of divisions per entity
3) Maximum Arc-Chordal deviation.

The tightest spec wins.

ALL-ALL-ALL cutting in Vector is in the order and direction that you select. That is why it is called Vector. It generates G-code (or most any variation on an X-Y-Z theme) and saves DXF files the same way.

One concern that I would have with your slower than molasses approach would be control of the cutting action. You may rub a lathe tool dull or experience excessive heat buildup, galling, or burnishing in a milling cutter from improper feed rates for the selected tools. It might be a good approach for waterjet, wire EDM, or other non rotational cutting.

Alan there is 4 axis wire EDM hidden in Vector(X-Y-U-V style) which at least one Vector user is using for programming hot wire cutting of plastic foam, as well as a DDE server and large editor that will be available with the new version 8.1
