When I was in college we had a student from the UK.

The university had a rule, all students from outside the US
must pass a TOEFL test (Test of English as a Foreign Language).

The test (a common complaint) mostly focused on knowledge of grammar,
etc. & had a lot of questions about things like "who and whom".
Poor Roland flunked the test. They were going to make him take
the english classes until the department chair interceded.
