nobody. It is "open source", freely available for download over the net.
You can buy CDs to save all that download time, however.

No, it is much more like a basic Unix command line system, in its native mode.
There are several GUI systems for it. It is actually quite a bit more sophisticated
than Windows, as it descended from MIT project Athena and other workstation
based projects.

It definitely is its own system, and does not have any DOS hidden inside, anywhere.
There are DOS emulators (which work well) and several Windows emulators,
which also work quite well, despite no support from Microsoft.

I guess if you really want to use that antique, it should run in the DOS emulator.
