That's exactly what I've been thinking of in conjunction with DeskNCrt to
"get around" the lack of GUI--a keyboard wedge with programmable keys.

I had found:

and there are several keyboards with the programmable macro keys built in:

The wedges are OS transparent because they put ASCII characters right in
the keyboard buffer.
