I think this can be done on the mill using a dividing head and a single
point cutter. Might be woth a shot anyway.

Mount the dividing head with the axis parallel to the X axis on the table.
Tilt the axis of the dividing head upward to an angle equal to the lead for
the screw. Make a multi tooth (sans lead) cutter on a round shaft to match
the thread form. Put that tool in the mill spindle for cutting the teeth.
