terminology is that you 'may only have copies for private study and
research' - and you have to sign various forms to this effect.
You would certainly not be allowed to publish a copy of the document but I
suspect that you could get away with publishing the information from the
document in a different form - re-worded, re-arranged etc. - many commercial
sites have 'data tables' which must have been 'acquired' from somewhere.
