In the US it is very difficult in a residential area. In most cases the
power company just runs one primary phase down each street, saving the
cost of the third wire everywhere.

All commercial building are supplied with 3 phase.

With the availability of low cost VFDs, I see no good reason to use
'real' 3 phase power. I had a rotary convertor, but then found the good
deals from www.dealerselectric.com and converted both my lathe and mill.
I would never go back!
