Sounds like the Z axis servo amp is dead, the belt broke, or the motor has
died. Possibly, there is a bad connection from the servo amp to the motor.

What is happening is the control sends a command to the servo amp, expects
the motor to start moving the axis, but there is no motion detected from the
encoder. Check for blown fuses, etc. in the servo amps.
