I never have fully grasped the significance of transformer magnetizing
current, but running half the nominal primary voltage on a transformer would
result in less than normal magnetizing current. I think this play a role in
the regulation spec for the xfmr, and maybe harmonic distortion...but most
people don't care about that unless they're trying to get a product thru a
certification lab...blah blah.

I've made isolation xfmrs by putting two stepdown xfmrs back to back, and
got some pretty screwy output voltage...about 80% of what I expected.
Luckily the device I was isolating had a universal switching supply that
would run on 85-260 vac, so it was fine.
