What is it? English wheel? Thickness Measurement Base?

I picked up an Item that I don't really know what it is. It looks to
me like it might be a small english wheel base or the base for a
thickness measurement system. Does anyone in this group have a
clue? The base is about 18 by 24 inches. It weighs over 100 pounds.
