don't know if I've got this quite right, but try drawing a box in CAD.
It should export as POLYLINE (gives you a place to start).

The Circle must be "broken" into many small lines for MaxNC's conversion
programs. You should have a configure option for .DXF export that
allows you to set the "cord size" for such things.

CNCpro by Yeager has a conversion program, I don't know if it will
accept arcs directly and convert them for you. I'd download a demo, and
give it a circle to test!

At some point, you might like to try Vector CAD/CAM, simplifies the
process!
