I know you wanted to build your own but it sounds alot like
a Barker production mill
http://www.barkermill.com/catalog.htm
the AM uses a 30 taper & the smaller PM has a 3C spindle
if you can find a used one for a fair price it would be a good
base for a CNC conversion
the spindle motor acts as a counterballance for the Y axis
and there is plenty of room under the slides to mount ballscrews
