You are right about the phasing being off. If you measure the voltages from
24 to 0 and get 24volts+ you have a 48 volt transformer. If you get 12
volts+ you have a center tapped 24 volt transformer. If the transformer has
four wires on the secondary then you could parallel the two windings for
double the current but if there are only three wires then the two windings
would be out of phase and all you would generate is heat.
