Aren't there continuous duty slip clutches available?
I've also seen setups where the web passes between two idlers, with what
I was told was a "dancer", a moving idler, that maintained tension. When
the dancer got near the end of it's travel, the motor would take up the
slack and since it had a higher torque value than the dancer, the dancer
would be returned to the beginning of it's travel..
