Bill,

Good evening! You might want to re-think this. I assume your boat is
battery powered and consequently has limited power. A step motor has
poor efficiency and consumes a lot of power while doing nothing such
as while stopped or running slowly.

A much better drive would be a DC motor. It consumes nothing while
stopped and is much more energy efficient.

If you are running it off of standard radio controlled servos, I have
a circuit I designed that will produce a voltage proportional to your
joystick position that can interface to a simple motor drive.

If you are interested and don't mind breadboarding it it, contact me
and I will e-mail it to you. It has been tested and it works.
