Camtronics Controller/Motor Temp

I'm using the small Camtronics Controller (2Amp) with EMC and am slightly worried about my motor temperatures.
I checked the current being supplied in hold and step states and was surprised to see that when EMC is running a program it has the motors that aren't actually being stepped locked with the full current. If I pause the program this still remains so, but if I disconnect the parallel cable between the PC and the controller the current falls back to the setting I selected using the HOLD potentiometer.
Is this the correct behavior ?
