Al,
This confused me for a long time due to the awful instructions.
The WCS is fixed, unmoveable. You must select the object or
everything, select move then the origin point on the object.
Now input 0,0 as new position. If the object was far from WCS 0,0,
it will seem to disappear. Hit Extents and all will be ok.
The UCS is just an on screen moveable temporary origin to facilitate
object construction.
