03-Sep-1999.tgz EMC revisited

Fred,

I installed the 17-sep-1999 build on the same machine as referenced below
and with no changes to the ini or run files it works fine (same files that
03-sep-1999 was run unsuccessful with). Don't know what that is telling us,
but problem seems solved.
