Uploaded image file types

If everyone changes their image files to JPG before uploading, it saves
space in the files area and a -lot- of time downloading. BMPs are
especially wasteful of space and time. If they are JPGs, also, we can
look at them right in the browser and not spend a lot of time
downloading files and loading into a separate viewer.
