I remember seeing someone just use a power washer, probably with some
detergent first, to clean up an old mill. You don't want to use the
sandblaster ends you get with them or you'll take off layers that shouldn't
be coming off. He used electrolysis to remove the rust. Enco (If you're in
the US) sell a truly monumental range of things like degreasers and solvents
that'd clean oils and muck off the mill. A DIY store would have some. If the
mill has been sitting still for long time and it's got too dirty there are
parts you may want to re-oil just to be sure they're not clogging up with
gunk from the dirt.
