Hello John.
that is a correct solution. Including there are mini-mills
on the market that work this way.
Your tool rack only has to assure that
the tool can:
a: not spin
b: find itself the right position
c: and follows as the tool gets tightened.
d: checks the correct reach of the defined final positions (in-Out)
e: avoid contamination of the shanks by chips and dust.
Generally you find that the control has some 8 or more
pin outs for to adapt feeders or special equipment, where you can
program a users application on the plc.
If not so you give the tool change order to a relays and start from
there with an own PLC for the changer, which might be a standard
pneumatic dividing head (in US called:Indexer).
I hope that gives you some idea.
