Well actually the phrase was used once or twice by "highly placed men in
power" as in "nuclear retaliation is an option"

I suspect it was more than an idle threat but certainly not something that
was only remotely being considered.

Our nation went to a D alert level, E is when they push the buttons and
start shooting.
