  I believe...at least from what MasterCAM does...that tip compensation (based
on tool diameter) works in all planes. This means the center of the
spherical radius will be offset from the part boundary by an amount equal to
the tool radius. If (in MC) center compensation is selected, the center of
the tools radius will follow the boundary...which means the part would be
undersized.
Best thing to do is run a test piece to see how it works on the program you
are using.
