Jon, from what I've seen in backlighted displays I've disassembled, it's
more like etching/frosting the surface than a coating. You want to "leak"
light out of the surface. Painting the surface will still leave the smooth
acrylic surface (totally reflecting at any decent incidence angle)
underneath.

One display we're using has an array of very shallow holes (like just the
drill point of an .050" drill or so) in about an 1/8" acrylic sheet, and a
thin translucent plastic sheet placed over the acrylic as a diffuser. It's
edge-lit with a very small fluorescent tube.
