Stepper Scaling issue

Hello-
I have 3-axis EMC BDI installed on a 233MHz Pentium talking to Geko
drives out the par port. I have this system attached to a Grizzly
Mini-Mill system using some Oriental Motor 0.9deg steppers. This
gives me 400 steps per rev. I have a timing belt drive connecting
the steppers to the leadscrews with a ratio of 36:7. The lead screws
are 4mm (6.35 TPI).
Now here's the problem: The above setup should give me an
INPUT_SCALE of about 13063, but when I use this the DRO is off by a
factor of 10. i.e. a displayed value of 0.010 will only physically
move 0.001.
Any ideas?
BTW: I have tried setting the INPUT_SCALE to 130630 which lock the
machine up.
