Aint the machine tool world great?
I suspect this is not what he had in mind. The universal in this case
is that you have BOTH a vertical spindle and a horizontal.

P.S. I think he is describing a type of construction for a 5 axis
machine. It would seem that the 4th and 5th axes are either "covered
by", or "made possible by" the sphere in his description.
