Yes, it is the logo for 'Underwriters Labs' the original safety compliance
institute, form the 1920's. For many years, they were the only
organization permitted to give safety compliance certificates for
electrical and other equipment. It only matters in the US, although
maybe as a Nationally Recognized Organization it can test to
EU directives, as well.
