Hello,

I wanted to thank Mariss and others for your suggestions in
diagnosing this problem. I ended up getting my oscilloscope out and
checked the pulses to the controllers.

In my setup, I use a regulated 5V power supply (that I built myself)
to power the optocouplers and some other electronics. Checking the
output of the power supply showed it was operating at a 75% duty
cycle (hence the "missing" steps). It all came down to a bad filter
capacitor in the power supply. The capacitor wasn't storing enough
charge and the voltage regulator was dropping out 25% of the time.
Anyhow, to make a long story short, I replaced the filter capacitor
and all works perfectly now.
