RC,
Take an ohmmeter and measure the resistance between the supply ground
terminal and the chassis. If it reads "open" you are OK. If it reads
shorted, look at your power supplies and find the chassis ground
wire. It will usually be green in color and go from a point on your
chassis to the power supply ground terminal. Go ahead and clip it
out. Do not clip out the green ground wire from your 115VAC line
though.
