I'm not absolutely sure, but it sounds like your xxx.ini configuration
file is either not being correctly referenced in the startup script, has
the wrong file protections, or doesn't exist. (I'm not using the latest
version, yet, since my system works, and EMC has undergone some
serious changes.)
