A simple brake dyno is adequate for that power range.. The brake can be
anything from a water pump and valve to an automotive disk brake and
caliper.

The caliper (if using a disk) is mounted to an arm that pivots freely about
the same shaft that carries the disk. Torque is the tangential force
measured at some convenient point on the shaft multiplied by the distance
from that point to the pivot. The more you squeeze the caliper, the greater
the torque. Horsepower is just the torque times the RPM and a few
conversion factors (1HP = 550ft.lb./sec.). Piece of cake!

Seems like someone would have such a contraption posted on a webpage
somewhere in the world.
