The Mini-mill (Grizzley) and the Sherline mill will both cut steel.
keeping to your top dollar of $3,500 you will spend that much on the
machines plus conversion plus tooling.
both can be used for PCB if you want.
But if you are looking for a bench size look at the Rong Fu these
sell new for between $999 (HF) and $2,000 (Enco) and can be fitted
with CNC.
If you want the biggest bang for the buck, -> yellow pages -> used
macheriery get a used bridgeport.
