Any Corel Draw version can do this in seconds provided you can get the Vector Drawing into Corel. Corels DXF import has long been the target of discussion because it did not work perfectly. Many
times you can get the vector drawing "in" via other formats however.

I am told that Corel V10 and up have greatly improved DXF imports. Jpeg exports have always been very adjustable and configurable.
