Connecting Motor 220 volts

The electric diagram should show Line 1, 110 volts Line 2, 110 volts
and a white neutral, I am confused it is indicated L, N, and PE and
that last PE looked it is grounded to the chassis of the electrical
box, and more there is a jumper between N and PE,on the other side of
the connecting bar,in line with N and PE, I am lost The motor is 2hp
single Phase 220 volts.Can someone help me please.
