There is a tool used in pattern making that does something like this, called
a surfacer. The one I'm thinking about is called a Wagner Safe-T-Planer.
It works chucked up in a 1/2" chuck drill press, 2000 to 6000 rpm. It cuts
3 1/8" in diameter, and you can take about 1/4" off at a time max. I
personally would take less, but that's the spec. The cutter blades are
removeable, and are made so they can be re-ground many times. A really slick
little tool.
Think something along the lines of a side cutting horizontal mill cutter on
its' side, the shank side covered, with a large 'heel' behind each tooth
that keeps it from grabbing the part.
The Kindt-Collins Company has them (1-800-321-3170)
They also have their own make surfacer tools that have carbide teeth.
