Check out the article in the September 2002 issue of Poptronics (no
affiliation) for the article on the Tach Plus digital tachometer. It can
measure RPM up to 35000 RPM or can be set to measure number of revolutions.
The output is to an LCD.

This should be what you're looking for or at least provide a start.
