GNU Public License - you may use it free of charge for non-commercial
activity.
Search for cybermesh using google or something; I assume you have
access to something like Adobe Photoshop (that accommodates Photo
shop compatible "plugins") - convert the color photo to greyscale,
use cybermesh to export to DXF. Use ACE to convert to G/M codes.
Nifty.
You could also spend 100.00 very wisely by buying (in my opinion)
Art Fenerty's Master5, which does much the same thing and is one very
nice CAM package - soon to be joined by an even better package, Mach1.

What is meant by GPL'd (free)?
Also, how does one convert a photo (jpg?) to gcode?
