Something is seriously wrong. I have 2 of the DRO cards and both work
perfectly.

Have you tried pulling the chips out of the sockets and then see what
happens? Also, are you sure the connectors to the encoders are not shorting
out to the case? Have you looked the board over real close to be sure there
are no solder bridges? This is a dumb question, but just to be sure, are you
inserting the card with the encoder connectors pointing out of the case?

It is a very simple circuit so we should not have that hard a time figuring
it out.

P.S. Tom helped me to write a QBasic routine that reads the encoder card. I
wrote it to do some data capture, but if anyone is interested in playing
with there own DRO routines I would more than happily share what I have
learned and the QBasic code. Let me know if there is any interest.
