The easiest way would be a drag knife. Imagine a 1/2" dia. piece of
plastic with an Xacto blade tip peeking through just over the thickness
of the vinyl, and slightly off center. The effect is the same as a
caster on a chair. Problem with this arrangement is you might need some
lead-in on the part, to let the cutter orient itself. The alternative to
that is use a small stepper to orient the blade. This could be an A axis
in your machine controller software. You would have to figure the angles
through out the part, so the blade could follow along. Or, you could
have a slip setup, so you can "home" the cutter, have the stepper turn
it to the angle to begin the part, then just have the cutter follow
along like a caster from there on out.
To home the cutting shoe, you could use an infrared sensor that "sees"
it's own reflected beam, and put a small piece of Al tape on the shoe.
If the shoe is Al, a small strip of black tape would work.
