Assuming this is a "standard" pittman part number, you can find the
specs. according to their datasheet at:

http://www.pittmannet.com/pdf/lcm_bulletin.pdf

For example, 9X13 series:

Continuous torque - 3.2 oz-in
Stall torque - 15.6 oz-in
No load speed 5592 RPM
Kt - 4.47 oz-in/Amp
No load current - .13 Amp
Peak Current (Stall) - 3.59 Amp

The 19.1 VDC is the "reverence voltage" in the "winding data" table.

The "4" in your 9413 part number just means it has tabs instead of
leads.
