"Numerical control" is a short-hand form of language, much like "gas
heat". It sounds right, but the strictly correct form, the only one
that should be used in scholarly publications, is the latter.

Expand the phrase using simple or even silly words in place of the
ones in question. Keep track of the objects in each phrase.

"Conversion of a conventional lathe to cold beer..." is
grammatically exact and correct. Lathe and beer are both nouns.
Each one has an adjective modifying it. "Form" is also a noun,
modified by an adverb and verb combination.

Consider the audience and the rules by which they operate. Graduate
studies should not be the place to testing your knowledge of grammar.

About now "cold beer" sounds like a good idea.
