ULN2003 Relay Control

I found Art Fenerty's circuit on www.cnckits.com using a ULN2003 IC
for relay
control. Using the 4.7 resistors to pull up the inputs I noticed the
relays are ON. So I removed them. After looking around the Web I saw
some guys using the ULN2003 to control small steppers. They are
sourcing
current from the printer port without pull-ups?
I haven't hooked up this circuit to the PC at this time. Will the
port
float high with the PC on. Don't want relay's on with PC idle.
