Maybe. It really depends upon the control software. Some of them can output
higher pulse rates on faster computers, others can't. Even on the ones that
can output faster on some it does not seem to be linear. Some programs will
actually put out slower pulse rates on faster systems. As an example of this
I have an AMD K6-350 system that when I boot it up off a floppy and start
TurboCNC it will report an expected max pulse rate. When I take the same
floppy and boot an AMD K7-750 system and start TurboCNC it reports a max
rate that is about 2/3 of the slower CPU. Strange.

So the generalized answer is yes there is usually a relationship. Also do
remember that different controller software has different requirements in
regard to processing power. So on a single system you are likely to get
different maximum pulse rates with different controller software.
