James, this is just a "dumb" H bridge. You would need a micro (pic or
similar) to provide a PWM signal to drive it.
You would also need the logic necessary to read input in step / dir and
compare to position feedback.
It would not be a good choice for steppers.

Saw this in the Oct 31st issue of EDN magazine. Looks like a neat
little package - supposed to be able to control both servo and steppers.
All in a small package for $30 including nice heatsinks.
